मुजफ्फरनगर के दंगा पीड़ितों के राहत शिविर का सच : कराहती मानवता

 21 दिसंबर 2013 को वायस ऑफ पीपुल्स (VOP) एवं मानवाधिकार जननिगरानी समिति (PVCHR) के संयुक्त तत्वाधान एक कमेटी मुजफ्फरनगर के दंगे के तीन महीने बाद दंगा प्रभावित क्षेत्र का जायजा लेने पहुंचा | हाल ही में दंगे में रह रहे शरणार्थियों के बच्चों की मृत्यु की खबरें मिडिया में लगातार आ रही थीं, जिससे कैम्पों की बदहाल स्थितियों का अनुमान सहज ही लगाया जा सकता था | किन्तु दंगा प्रभावित क्षेत्र का भ्रमण कर वास्तविक स्थतियों को समझना भी आवश्यक था | कुछ परिवार जो मुवावजा पा चुके हैं वे कैम्पों को छोडकर जा चुके हैं लेकिन वे परिवार जिनका अपने गाँव में रहने का ठौर ठिकाना नही है वे कैम्पों में रहने को मजबूर हैं, वंही प्रशासन द्वारा कैम्पों से ऐसे शर्णार्थियो को जबरिया घर वापस भेजा जा रहा है | यंहा तक कैम्पों को उजाड़ने के लिए बुलडोजर चलाकर शासन प्रशासन अपनी जिम्मेदारी से मुक्त होना चाहता है | विभिन्न राजनैतिक दल कैम्पों का भ्रमण कर अपनी-अपनी तरफ से मदद और राहत के संसाधन उपलब्ध करने के बजाय  केवल एक दुसरे पर आरोप प्रत्यारोपो में ही व्यस्त हैं | कैम्पों में रह रहे अल्पसंख्यक समुदाय के बच्चे और महिलाएं अपने नागरिक होने के बुनियादी अधिकार राहत, सुरक्षा, संरक्षण, पुनर्वास से वंचित हैं |

PVCHR wants a system with amendment in Lokpal bill as well as all existing laws to fight back impunity as biggest corruption in India .I am also giving the link of ICAC of Hong Kong( http://www.icac.org.hk/en/home/) as one of the best system to curb down the corruption and establishment of rule of law based on justice and secularism.

The trend of rising torture based on religion, caste and gender trigger a sense of alarm

In ancient republics, torture was tied to citizenship. Torture was inflicted exclusively on non- citizens like slaves, barbarians and foreigners. As an instrument of demarcation, torture delineates the boundary between slaves and free, between the touchable bodies of free citizens and untouchable bodies of the slaves. It is unimaginable that modern democracies like India are as weak as Athenian democracy and the prevalence of practice of torture resemble the Athenian model. Today torture victim include not only terrorists and criminals but street children, migrants, socially marginalized groups and religiously discriminated communities. All of them now fall into the class of quasi citizens.  It is time to break conspiracy of silence.

Keeping in view the forthcoming Lok Sabha elections in 2014, an interface is being organised with various Members of Parliament and representatives of political parties from Uttar Pradesh on the “International Human Rights defenders’ Day” and eve of “World Human Rights Day”. Progressive citizens, Human Rights defenders and survivors of Muslim community from various parts of Uttar Pradesh are participated in this dialogue on 9 December 2013 at Constitutional club, New Delhi. The dialogue commenced with the screening of the video documentary, “Muslim and Police: A perspective”.
